How we work
Our vision for the future, how we plan to achieve our goals and our structure and processes.
Our powers and duties as the energy markets regulator are set out in the government’s energy policy for Great Britain (England, Scotland and Wales) and Energy Act 2023. We decide what our strategic priorities are and how a policy outcome should be achieved.
We also work with the government, energy industry, consumer groups, charities, and public bodies like the National Energy System Operator, as well as non-governmental organisations.
Our strategy and plans
Our priorities align with government policies on:
- clean power energy and net zero
- protecting consumers
- making sure the energy system meets future needs

Annual plan and report
Every year we create a plan of the activities we will prioritise to support our strategic goals.
See our Forward Work Programme for 2025 to 2026.
We look back at our activities for the financial year (1 April to 31 March) and the progress we’ve made.
Our governance and transparency
We are open about how decisions are made at Ofgem and who makes these decisions. We publish information about our board and directors, organisational processes and spending on our website.
